On the night of July 22, 2024 three people died, and at least 12 others, including seven children, were injured when a balcony collapsed in Scampia, a suburb of Naples, Italy. The incident took place at the Vela Celeste residential building complex, a public housing estate known for its unique “sails” design and impoverished conditions.
The collapse occurred when the fourth-floor balcony buckled, triggering two lower balconies to cave in as well. Law enforcement reported that the lives lost were 29-year-old Roberto Abbruzzo, who died instantly; 35-year-old Margherita Della Ragione, who succumbed to her injuries at the hospital; and 53-year-old Patrizia Della Ragione, Roberto’s mother and Margherita’s sister, who also died from her injuries on July 24. Among the injured, several were found in critical condition, including two children receiving treatment at Santobono Hospital in Naples.
Witnesses at the scene likened the terrifying moment of the balcony’s collapse to the sound of an earthquake, as reported by Italian media outlets.
Emergency teams were swift to respond, evacuating nearly 800 residents from the building. Firefighters and rescue crews toiled through the night, sifting through debris to rescue those trapped underneath.
Initial assessments suggested that the balcony might have been overburdened due to several residents congregating because of the high nighttime temperatures. A meticulous analysis by structural engineers is underway to pinpoint the exact cause of the collapse.
Le Vele di Scampia, the neighborhood where the incident took place, has a history of structural problems and socioeconomic issues. Constructed in the 1960s and 1970s, many buildings in the area are deteriorating. The complex has been the target of a significant urban renewal plan that started in April, aiming to revitalize the area and shed its infamous reputation. The $19.8 million project includes enhancements to common areas, garage floors, arcades, and roofs.
Italy’s Prime Minister Giorgia Meloni expressed sorrow over the incident on the social media platform “X,” sharing her condolences with the victims’ families and extending her thoughts to the injured and their loved ones. Similarly, Roberta Metsola, President of the European Parliament, referred to the incident as a “tragedy.”
After the incident, Naples Mayor Gaetano Manfredi pledged his unwavering support to the affected families and promised an exhaustive investigation.
Scampia district residents have long demanded improved living conditions and more stringent maintenance procedures. Their calls for help have often been overshadowed by the area’s association with organized crime, particularly the Camorra mafia. Despite recent urban renewal efforts, deep-seated issues remain to be tackled.
This tragedy follows a similar one that occurred months earlier in Majorca, Spain, where a building at a beach bar collapsed, killing four people and injuring dozens. The beach club owner was later arrested for manslaughter due to unauthorized structural changes.
